About the Role

Reporting to the Program Director of Engineering Solutions, the Senior Solutions Engineer/PM is responsible for leading the adoption, administration, and support of all "off the shelve" technology-based solutions within the Engineering Department. The Senior Solutions Engineer will provide technical direction aligned with the Agency's technology strategies and standards. He/she will engage outside departments as required (Tech, Procurement, Cyber Security, etc.) in effort to assess and evaluate on-premise and/or cloud-based solutions.

The Senior Solutions Engineer will work in close collaboration with the Department's Digital Transformation Team/Steering Committee and Application Management Team in defining, developing, and deploying solutions focused on construction project delivery. He/she will supervise a small technical team and at times will serve as a PM for priority projects.

The Engineering Department is undergoing a major Digital Transformation effort - assessing all process, systems, and technologies. The newly hired Senior Solutions Engineer/PM will have a major role in this exciting initiative. The Senior Solutions Engineer will have an opportunity to make an immediate impact and gain increased responsibilities within the Department.

The position can work out of our Jersey City or 4 WTC location in NYC - following a hybrid working policy (2 days remote and 3 days in the office).

Responsibilities

  • Serving as the technology/solutions architect for the Engineering Department; provide and maintain the Department's technology roadmap.
  • Technical system implementations - serving as a project lead/PM from inception to deployment of solutions/systems to the Department.
  • Supervise the administration, procurement, license and support of core Engineering systems, tools, and platforms (BIM360, AutoCAD, eBuilder, Azure, Leica, Nearmap, ARCGIS, Bluebeam)
  • Manage the Department's technology budget in coordination with our financial manager and all unit chiefs within the Department.
  • Storage and data management - ensuring conformance with accessibility, security, expansion, performance, standards, and full life cycle.

Minimum Qualifications

  • Bachelor's degree in data science, computer science, engineering, or another relevant technical field
  • 5 plus years serving as a technical manager or principal software architect with 2 or more of the following platforms (networks, cloud/SaaS solutions, ERP systems, design/construction management systems or construction project delivery systems
  • 5 years project management experience with delivery of packaged system or custom developed solutions
  • 5 years managing software license budget, HW/SW purchases, contract renewals, and support.
  • 2 years - solid understanding / working experience with Construction Management Information Systems (CMIS)
  • Solid working knowledge and understanding of Microsoft Azure or AWS cloud technologies and solutions.
  • Proven experience creating and present proposals to senior management.

Desired Qualifications

  • Experience with managing or developing solutions using Microsoft's Power Platform (SharePoint, Power Automate, Power BI, Power APPs)
  • Some application development experience within the Visual Studio environment
  • Good understanding of SQL and database technologies
  • Some experience with using or supporting Autodesk products.
  • Current with newer automation technologies (UiPath, ChatGPT, AI)
  • Experience working with GIS technologies - ESRI ARCGIS
  • Experience working in a government agency or in the public sector.
  • Ability to multitask, prioritize, and manage time effectively.
