onsite Program Planning Manager for the Boulder, CO location. The successful candidate must be able to work independently on multiple concurrent programs and proposals and will prepare, develop and coordinate the integrated master plan (IMP) and integrated master schedule (IMS) to meet all program objectives.

Managerial responsibilities include:

Manage Operational Exploitation Systems (OES) Operating Unit (OU) Scheduling analysts
* Advocate and oversee all aspects of Scheduling support for the OES OU
* Perform Quarterly Connections Reviews (Performance, Mentoring, Coaching)
* Conduct staff meetings, regular 1:1 meeting, engagement events with direct reports
* Assess Business Unit needs and allocate resources accordingly
* Engage staff by providing direction / guidance and mentoring team members
* Conduct training within Scheduling organization and across disciplines / functions
* Develop annual goals to maximize organization and employee growth
* Support & mediate program / staffing / personnel issues
* Develop staffing demand projections and support / participant in new hire events & interviews
Other responsibilities include but are not limited to:

Provide surge support across Business Unit, Division
* Application of EVMS 32 Guidelines (NDIA EIA-748) onto OES programs.
* Prepares and support program events including Integrated Baseline Reviews (IBR) and Joint Surveillance Reviews (JSR) audits
* Lead the development of new business proposal / capture efforts
* Champion new tools (i.e. AI) and processes to streamline schedule analysis & products
* Participate in company / organization process improvement, automation, and innovation initiatives
* Provide Engineering planning support to Integrated Product Teams (IPTs) and Control Account Managers (CAMs) to establish program baseline and manage program execution
* Collaborate with IPTs/CAMs to determine, monitor, and review operational budgets, schedules, and manpower requirements
* Track plans and schedules, performs risk analysis, prepare & implement change requests, identify and resolve critical path and network logic conflicts
* Evaluate subcontract / supplier schedules and integrate into IMS
* Interface / collaborate with the financial team to ensure program cost and schedule integration
* Perform detailed schedule, resource, work, and cost analysis to derive solutions / recommendations to address program issues
* Effective engagement with multiple functional teams, supplier teams, and the Program/Project Manager
* Develop and present weekly program schedule performance metrics by IPT or product to various levels of leadership
* Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, and work requirements
* Prepare and validate month end IMS submittal to customer in conjunction with scheduling best practices
* Understands Engineering Statement of Work (SOW), product details, and processes to provide recommendations for critical management decisions
* Familiarity of risk management process and integration with IMS
* Implements scheduling best practices as prescribed by industry to include, but not limited to:
* Compliance - DECM
* IPMR, IPMDAR DI-MGMT-81861
* Earned Value Management System (EVMS)
* Critical Path Analysis
* Schedule Risk Analysis (SRA)
* Schedule Performance and Health Metrics and Analysis
* Understanding of schedule performance impacts on program financials.
Basic Qualifications:

Bachelor's degree with 6+ years of work experience in Planning/Scheduling, Program Management, Business Management - OR - Master's degree with 4+ years of related experience
Experience to include Earned Value Management (EVM), Proposal, and Business Capture

* Will consider an additional 4+ years of experience in lieu of degree
* Must have the ability to obtain and maintain DoD security clearance, up to TS/SCI
* Proficient in scheduling software (i.e. MS Project, etc.) and developing Tier 1 Summary
* Microsoft Office Suite (Excel, Word, PowerPoint)
Preferred Qualifications:

Master's degree in Business Administration / Management, Supply Chain, or STEM
* Experience with Microsoft Project and Microsoft Project Server
* Knowledge with Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development; Schedule Risk Assessment (SRA) approach and execution
* Active DoD Top Secret and/or SCI Clearance
Salary Range: $115,000 - $172,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
