The Role

MarketAxess has continued to grow its global business & presence both organically and via acquisitions of which Operations as a function plays a vital role in supporting. As a direct consequence of the acceleration of change and strategic growth over the years the operational processes and flows have become more advanced and complex whilst being maintained in a largely manual environment. The Client Onboarding function plays a critical role in protecting the firm against money laundering and other associated risks, whilst also forming a key part of the initial client experience of MarketAxess. With increased scrutiny from Regulators with respect to the effectiveness of control frameworks and Senior Managers oversight responsibilities, there is a requirement to maintain a robust control framework and attain the highest standards of risk management and record keeping. The Regulatory & Control Manager, working closely with the Head of Regulatory Controls (EMEA & APAC), will be responsible for strengthening our Operational Control Framework with regards to Anti-Money Laundering (AML) and Know Your Customer (KYC) risks, ensuring a robust 1st Line of Defence. The successful candidate will take on management of the Client Onboarding Team and be responsible for the day-to-day execution of procedures to ensure accurate and thorough application of internal AML policy.

How You’ll Make an Impact  

  • Be responsible for the Client Onboarding function that serves Trading and Post Trade businesses across UK, EU & APAC
  • Lead and manage the Client Onboarding team with a hands-on approach to ensure efficacy in the first line of defence unit aligned to organisational risk standards and key deliverables across the Onboarding function
  • Assist in managing the control framework through RCSA, working in close partnership with Risk Management to ensure consistency with CRO targets and objectives
  • As part of the RCSA and day-to-day management of incidents or errors, proactively identify and record issues with appropriate action items to address control gaps and weaknesses in a timely manner
  • Central management and annual reviews of relevant policies and procedures
  • Assist in the management of regulatory reviews and audit exams; closely monitor and manage issues and action plans
  • Own of all KPIs/KRIs and production of quality information for regional governance meetings and management updates
  • Supervise end-to-end process reviews and ‘deep dive’ analyses as required
  • Provide guidance and training around controls, control substantiation and root cause analysis as needed
  • Determine staffing requirements, training and overseeing personnel
  • Promoting a positive risk and controls culture across Operations and the business
  • Support the Head of Regulatory Controls to identify ways to drive continuous improvement and generate increased awareness of a robust control framework optimum governance structure and Legal Entity obligations

What We’re Looking for

  • 3+ years of experience working in UK/EU financial services firms; minimum 2 years of people management experience highly regarded
  • Good leadership skills with demonstrable experience of leading a client onboarding function in financial services
  • Demonstrable track record of understanding oversight and governance processes, control evaluation and substantiation highlighting key risks
  • Knowledge of the regulatory landscape and standards applied globally with regard to AML/KYC
  • Experience partnering and representing Operations during Audit or Regulatory exams; experience developing meaningful suite of MIS/KPIs to illustrate key risks, health of business and distil core messaging
  • Ability to introduce new ideas and help drive regional change
  • Self-starter and tenacious; ability to motivate others as an effective member of a team as well as autonomous individual
  • Hands on ‘solution driven’ individual
  • Excellent communication skills with the ability to articulate concisely to senior management, and client base; excellent interpersonal skills, with the ability to influence key stakeholders outside of their direct control and hold them accountable to deliver
  • Strong analytical and critical thinking abilities, willing to challenge assumptions; strategic thinker that sees the big picture and proposes changes to the control environment to align with business priorities and regulatory changes
  • Adequate management of priorities in multi-task environment
  • Good eye for detail and ability to remain calm under pressure
  • Highly ethical; monitors strict adherence to governance and sets high standards of professionalism
  • English required, additional languages advantageous
